Ukraine-EU energy bridge

Integration of Ukraine’s energy system into the Continental Europe power system is a key priority in the policy of Ukraine’s energy independence.

In that context, the CMU’s ordinance No.671-р, dated 15 June 2015, paved the way for a pilot project titled “Ukraine-European Union Energy Bridge” that is aimed at developing cross-border transmission networks and arranging for power supply from Khmelnitsky NPP unit 2 in order to allow long-term export of electricity to the European Union countries.

Implementation of that Project involves:

  • integrating the Unified Energy System of Ukraine with the European power system ENTSO-E;
  • developing the infrastructure of cross-border electricity transmission networks;
  • organizing the power supply from Khmelnitsky NPP Unit 2 for further transmission of electric power to the EU countries;
  • employing the funds raised through the export of electricity, produced by KhNPP Unit 2, to the EU countries to finance the construction of KhNPP Units 3 and 4.

The Ministry of Energy and Coal Industry’s Order No.684, dated November 03, 2017, enacted a decision providing that the pilot project “Ukraine-European Union Energy Bridge” should be implemented in the format of a public private partnership, and afterwards, pursuant to the Ministry of Energy and Coal Industry’s Order No. 24, dated January 18, 2019, a resolution was passed regarding the competition-based selection of a private partner for embodiment of the public private partnership for the “Ukraine-European Union Energy Bridge” Project.

That Project is the first public private partnership project that provides for integrating the Unified Energy System of Ukraine with the European power system.

The Project will become the initial step towards strategic synchronization of Ukraine’s energy system with the EU power system.
